is pulling a lot of hair during a fight a cheap move if the other person is legitimately trying to fight and punch? and also who would you consider the winner in a situation like this?

Pulling somebody's hair during a fight is generally not the smart thing to do; sure you will hurt them, but if the other person is throwing punches, you'll be the one who gets hurt the most.
Is it cheap; absolutely not, anything in a fight goes.
Off topic, but why is this in the games and recreation center? You might have better luck asking this question in another area.

pulling hair is cheap, and if the other is throwing punches not only would they probably be considered the winner they would receive more respect from the audience than the hair puller
