Well, you see, they have kinda switched a few things around in Pokemon Diamond. One thing they changed was the man, now a shard woman is in his place. Another thing that was changed was the items you receive. You no longer trade in the shards for Evolutionary stones, this time you trade them in for TM's. A blue shard gets you an TM that teaches the move Hail to a Pokemon. A read shard gets you a TM that teaches the move Sunny Day to a Pokemon. I am not sure about a yellow shard, but I remember it gets you move that is just as dumb. Anyway, you can find the woman in a house by the Great Marsh, which is near Pastoria City.
Well the other person who submitted an answer was half right, but the Blue Shard gets you Rain Dance, Red Shard gets you Sunny Day, Green Shard gets you Hail, and Yellow Shard gets you Sandstorm.
On this game there is a woman instead of a man and you don't get evelutoin stones you get somthing else I don't remember what but she is left of the city with the safari zone in a house.

Unfortunately, the luxury of evolving Eevee via Sun or Moon Shards was a Pokémon XD: Gale of Darkness exclusive feature. The items are found only in that game and cannot be transferred to any GBA game. In order to evolve Eevee into Espeon, you need to raise it's Happiness to at least 220 (86%), and level it up once during the daytime (4am to 4:59pm). If you're looking for Umbreon, do the same. Raise it's happiness to at least 220 (86%), and level it up once during nighttime, (5pm to 3:59am). Unfortunately, there's no way to keep accurate check on any given Pokémon's happiness level, though the Pokétch Application "Happiness Checker" will help quite a bit. Another method is to take your Pokémon to Dr. Footsteps on Rt. 213. If it's Happiness is at it's max, you'll obtain a Footprint Ribbon. The easiest way to raise happiness is taking your Pokémon to the Resort Area. The Ribbon Syndicate offers massages that are much better than the others. Also, by feeding it proper medicine, vitamins, and the special EV-Reducing Berries (Pomeg, Kelpsy, Qualot, Hondew, Grepa, and Tamato) will also help raise it's happiness.

you don't use shards. you have to get their happiness to the fullest, (give them soothe bell for example) and then up them a level. espeon at day and umbreon at night
