Pokemon Platinum stone evolution/learning moves question?

I have a Growlithe that's level 31 and I want it to be an Arcanine that knows Extremespeed and Flamethrower/Flare Blitz.
Flamethrower is learned at level 34 by Growlithe, so that's not a problem. But Extremespeed is learned at level 39 by Arcanine, while Flare Blitz is learned at level 48 by Growlithe.
I want to know: If I let Growlithe learn Flamethrower and/or Flare Blitz as a Growlithe - meaning that I don't evolve it until it reaches level 48 - and *then* evolve into Arcanine, will Arcanine want to learn Extremespeed at level 48 upon evolution even though it should have learned it 9 levels ago?

Additionally, if I evolved Growlithe into Arcanine at level 48 and brought it to the Pastoria City heart scale move tutor, would Extremespeed be available as one of the missed move choices? If so then that would be a huge help and then I wouldn't even have to worry about the evolution paradox. ^^

No, Arcanine won't learn ExtremeSpeed at Level 48 upon evolution from Growlithe and yes, you can take your Arcanine to the Pastoria City Move Re-learner in order for Arcanine to be taught ExtremeSpeed. The Move Re-learners will teach any Pokémon any of their previous level-up moves that they would have been able to learn in their current form meaning once you evolve your Growlithe, Arcanine won't be able to use the Move Re-learner in order to be taught a lot of the Growlithe exclusive moves that Arcanine can't learn meaning once you evolve your Growlithe, the Move Re-learner will be able to teach it Thunder Fang, Bite, Roar, Fire Fang and Odor Sleuth and the Re-learner will also be able to teach it ExtremeSpeed after Level 39.

Yes, you can level growlithe up to level 48 to learn flare blitz and then evolve it into arcanine and then extreme speed WILL be an option from the move tutor. I have an Arcanine with the moveset Heat Wave, Flare Blitz, Extreme Speed and Wild Charge(Gen V move)

Judging by my other pokemon evolutions, I not as sure if Arcanine will learn at 48 or 39, but you should evolve Growlithe and let him learn at his pace. But there are a lot of rare candy cheats, so you can get the moves faster! Here is a link to do it without the action replay!
