At tin tower in ecuratek city but u need a rainbow wing to see it.it can be obtain after u defeat the team rocket in goldenrod radio station,you will recieved the rainbow wing from the manager.

In Eureka town there are two towers. The burnt one housed the Legendary trio of (dogs?)
On the top of the other one, rests Ho-oh.
