how to get in cave in lilycove city pokemon sapphire?

Im playing pokemon sapphire and i have the blue orb but now im in lilycove city. I went into the cave next to the wailmer which wont let me pass and wen i go in the cave the guards wont let me pass and they wont battle me they just talk about their boss. I dont know what to do plz help me

you have to go to SLATEPORT and talk to captain stern.

captain stern will be interviewed near the submarine.

then u can go into the cave

once you defeat Aqua chief Archie on course 128 and Archie wakes up Kyogre, that's going to disappear (he used the incorrect orb). After that, team Magma will pass there and communicate. After a whilst, you would be teleported exterior whilst that's raining heavily. Fly to Sootopolis city and pass to the well being middle. consult from the guy in front of the door and pass to the Cave of beginning.
